Page 53, following line 6:                                                                                                      
     Insert a new subsection to read:                                                                                           
 "(c) It is the intent of the legislature that the net cash available to                                                        
lend within a revolving loan fund that is managed by the Department                                                             
of Commerce, Community, and Economic Development be used only                                                                   
for a purpose that is directly related to the industry that the fund was                                                        
created to serve."
