     Insert new material to read:                                                                                               
"It is the intent of the legislature that no funds appropriated to the                                                          
Department of Administration be expended until the Department of                                                                
Administration begins the process, for the purpose of revenue                                                                   
generation, of leasing Internet Protocol addresses in the possession of                                                         
the state that are not currently being used or are not reasonably                                                               
anticipated to be used."
