The Speaker stated that, without objection, Amendment No. 44 would be moved to the bottom of the amendments. Amendment No. 45 was offered by Representative Eastman: Page 53, following line 6: Insert a new subsection to read: "(c) It is the intent of the legislature that a department may not expend funds in excess of the funds appropriated in this budget. A department whose expenditures exceed budgeted amounts at the end of the fiscal year should expect those expenses to be drawn from the department's budget for the next fiscal year." Representative Eastman moved and asked unanimous consent that Amendment No. 45 be adopted. Representative Gara objected. Amendment No. 1 to Amendment No. 45 was offered by Representative Reinbold: Under Page 53, line 6, following "fiscal year": Insert "except for public safety concerns or emergencies unanticipated by nature" Representative Reinbold moved and asked unanimous consent that Amendment No. 1 to Amendment No. 45 be adopted. Objection was heard and withdrawn. There being no further objection, Amendment No. 1 to Amendment No. 45 was adopted. Representative Rauscher placed a call of the House.
