"It is the intent of the legislature that the Department of Health and                                                          
Social Services submit to the co-chairs of the Finance Committees and                                                           
the Legislative Finance Division by November 15, 2018, an annual                                                                
fiscal report on all Medicaid grants. The report must include for                                                               
comparison data for the two previous fiscal years and contain (1) the                                                           
number of Alaska residents served by the programs, (2) program                                                                  
success and failure rates, if known, and (3) recommendations on ways                                                            
to improve the delivery of services."
