The Speaker ruled Amendment No. 6 out of order citing Article II, Section 13 of the Constitution of Alaska. Amendment No. 7 was offered by Representatives Birch, Millett, Rauscher, Wilson, Kopp, Johnston, Tilton, Sullivan-Leonard, Thompson, Johnson, Reinbold, Saddler, Pruitt, and Eastman: Page 53, following line 6: Insert a new subsection to read: "(c) It is the intent of the legislature to freeze wages for unrepresented state employees by eliminating general pay increases, merit step increases, and pay increments for unrepresented employees in the executive branch, legislative branch, and University of Alaska during fiscal years 2019 and 2020 in order to reduce expenditures while maintaining stable workforce levels necessary to provide essential services to the public."
