Full Journal pdf2017-03-14 House Journal Page 0537 Amendment No. 32 was offered by Representatives Guttenberg, Westlake, Spohnholz, Gara, Ortiz, Wool, Claman, Kreiss-Tomkins, Tuck, Stutes, Kawasaki, Josephson, Drummond, Fansler, LeDoux, Seaton, Foster, Parish, and Tarr: Page 32, following line 21: Insert new material to read: "It is the intent of the legislature that the Department of Transportation and Public Facilities not use any appropriation to hire further private sector contractors until a study on the overall delivery of capital projects and optimization of those capital projects, from onset to closeout, is conducted. To proceed with privatization, the study must show how the state would save money by contracting out positions to the private sector and how the state's services would be improved by contracting out positions to the private sector. Without demonstrating a clear economic benefit to the state, privatization may not proceed." Representative Guttenberg moved and asked unanimous consent that Amendment No. 32 be adopted. Representative Knopp objected. The question being: "Shall Amendment No. 32 be adopted?"
