AS 24.08.060(a) is amended to read: (a) A member of the legislature or a group of members may introduce a bill or resolution. A [OR A] committee chairman, after consultation with all of the committee members and with the express written agreement [CONCURRENCE] of a majority of the active members of the committee, may introduce a bill or resolution [AND] on behalf of the committee [, MAY INTRODUCE A BILL OR RESOLUTION]. Bills and resolutions shall be prepared and introduced in the manner and form prescribed in the uniform rules and the legislative style manual." Representative Tilton moved and asked unanimous consent that Amendment No. 5 be adopted. Representative Gara objected. Representative Drummond rose to a point of order stating the debate was not germane to the amendment. The Speaker cautioned the member to speak to the amendment.
