Senator MacKinnon moved and asked unanimous consent to abstain                                                                  
from voting due to a conflict of interest. Senator Kelly objected and                                                           
Senator MacKinnon was required to vote.                                                                                         
                                                                                                                                
The question being: "Shall SENATE CS FOR CS FOR HOUSE BILL                                                                      
NO. 72(FIN) am S "An Act making appropriations for the operating                                                                
and loan program expenses of state government and for certain
