The Resources Committee considered SENATE BILL NO. 163 "An                                                                      
Act relating to the nomination and designation of state water as                                                                
outstanding national resource water; and providing for an effective                                                             
date" and recommended it be replaced with                                                                                       
                                                                                                                                
          CS FOR SENATE BILL NO. 163(RES) "An Act                                                                               
          relating to the nomination and designation of state                                                                   
          water as outstanding state resource water; defining                                                                   
          outstanding state resource water; providing for the                                                                   
          management of outstanding state resource water; and
