The Judiciary Committee considered SPONSOR SUBSTITUTE FOR                                                                       
SENATE BILL NO. 103 "An Act relating to school boards; relating to                                                              
approval of educational programs at residential psychiatric treatment                                                           
centers; providing for funding of educational services for students in                                                          
residential psychiatric treatment centers; and providing for an effective
