"An Act requiring the electronic submission of a tax return or report                                                           
with the Department of Revenue; relating to the motor fuel tax; and                                                             
providing for an effective date" and recommended it be replaced with

        relating to the motor fuel tax; relating to the duties of                                                               
        the commissioner of revenue; and providing for an
