The bill was before the Senate on reconsideration. Senator Gardner moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Objections were heard. Senator Meyer stated that the motion to return to second reading was not debatable. Senator Wielechowski appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be upheld?" The roll was taken with the following result: HB 180(efd add) Uphold ruling of the Chair? HOUSE BILL NO. 180(efd add) was before the Senate on reconsideration. The question to be reconsidered: "Shall HOUSE BILL NO. 180(efd add) "An Act establishing the second Sunday of June each year as Children's Day; and providing for an effective date" pass the Senate?" Senator Coghill moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered and the bill was signed by the President and Secretary and returned to the House.
