"Dr. David McGuire was an integral part of the Blood Bank of Alaska,                                                            
through numerous contributions, professional and financial, for many                                                            
years.  It is the intent of the Legislature that the Board of the Blood                                                         
Bank of Alaska consider acknowledging the contributions and medical                                                             
and philanthropic legacy of Dr. David McGuire by naming a
