The following was before the House in third reading: CS FOR SENATE BILL NO. 64(EDC) "An Act relating to school bond debt reimbursement; and providing for an effective date." Representative Millett placed a call of the House. The call was satisfied. Representative Kito moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Kito was required to vote. The question to be reconsidered: "Shall CSSB 64(EDC) pass the House?" The roll was taken with the following result: CSSB 64(EDC) Third Reading Final Passage Reconsideration YEAS: 23 NAYS: 15 EXCUSED: 2 ABSENT: 0 2015-04-02 House Journal Page 0684 Yeas: Chenault, Colver, Foster, Gattis, Hawker, Herron, Hughes, Johnson, Keller, LeDoux, Lynn, Millett, Neuman, Olson, Ortiz, Pruitt, Reinbold, Saddler, Seaton, Talerico, Thompson, Tilton, Wilson Nays: Claman, Drummond, Edgmon, Gara, Gruenberg, Guttenberg, Josephson, Kawasaki, Kito, Kreiss-Tomkins, Munoz, Nageak, Tarr, Tuck, Wool Excused: Stutes, Vazquez And so, CSSB 64(EDC) passed the House on reconsideration. Representative Millett moved the effective date clause. The question being: "Shall the effective date clause be adopted?" The roll was taken with the following result: CSSB 64(EDC) Third Reading Effective Date Reconsideration YEAS: 24 NAYS: 14 EXCUSED: 2 ABSENT: 0 Yeas: Chenault, Colver, Edgmon, Foster, Gattis, Hawker, Herron, Hughes, Johnson, Keller, LeDoux, Lynn, Millett, Munoz, Neuman, Olson, Pruitt, Reinbold, Saddler, Seaton, Talerico, Thompson, Tilton, Wilson Nays: Claman, Drummond, Gara, Gruenberg, Guttenberg, Josephson, Kawasaki, Kito, Kreiss-Tomkins, Nageak, Ortiz, Tarr, Tuck, Wool Excused: Stutes, Vazquez And so, lacking the required 27 votes, the effective date clause was not adopted, and the new title follows: CS FOR SENATE BILL NO. 64(EDC)(efd fld H) "An Act relating to school bond debt reimbursement." CSSB 64(EDC)(efd fld H) was referred to the Chief Clerk for engrossment.
