the Department of Health and Social Services, children's services, for                                                          
front line social workers for the fiscal year ending June 30, 2016.                                                             
    (e)  The sum of $2,800,000 is appropriated from the budget                                                                  
reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to                                                         
the Department of Health and Social Services, public assistance, for                                                            
the senior benefits payment program for the fiscal year ending                                                                  
June 30, 2016.                                                                                                                  
    (f)  The sum of $1,750,000 is appropriated from the budget                                                                  
reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to                                                         
the Department of Transportation and Public Facilities, marine                                                                  
highway system, for marine vessel operations for the fiscal year                                                                
ending June 30, 2016.                                                                                                           
    (g)  The sum of $5,000,000 is appropriated from the budget                                                                  
reserve fund (art. IX, sec. 17, Constitution of the State of Alaska) to                                                         
the University of Alaska for statewide services for the fiscal year                                                             
ending June 30, 2016.                                                                                                           
    (h)  The sum of $250,000 is appropriated from the budget reserve                                                            
fund (art. IX, sec. 17, Constitution of the State of Alaska) to the                                                             
Department of Administration, public communications services, public
