    "An Act relating to the duties of the Alaska Public Offices                                                                 
    Commission; limiting the authority of certain persons who have                                                              
    been awarded certain legislative contracts to make a campaign                                                               
    contribution to a legislator or candidate for legislative office;                                                           
    prohibiting a legislator from awarding certain legislative contracts
