Dear President Meyer:                                                                                                           
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to supplemental                                                                 
appropriations for the State's operating and capital budgets for Fiscal                                                         
Year 2016 (FY 2016).                                                                                                            
                                                                                                                                
A limited number of requests that were not anticipated when the FY                                                              
2016 budget was considered during the 2015 legislative session are                                                              
being submitted for your consideration. Fire suppression, subsidized                                                            
adoptions and guardianships, and foster care constitute the largest                                                             
portion of the supplemental request. The supplemental also                                                                      
incorporates suggestions from Legislative Finance regarding                                                                     
implementation of the Permanent Fund Protection Act.
