The State Affairs Committee considered SENATE BILL NO. 44 "An                                                                   
Act relating to election practices and procedures; relating to the                                                              
election of an advisory school board in a regional educational                                                                  
attendance area; and providing for an effective date" and                                                                       
recommended it be replaced with                                                                                                 
                                                                                                                                
          CS FOR SENATE BILL NO. 44(STA) "An Act                                                                                
          relating to election practices and procedures; relating                                                               
          to public records; relating to the election of an                                                                     
          advisory school board in a regional educational
