the past service liabilities of the defined benefit plan in the teachers'                                                       
retirement system and the defined benefit plan in the public                                                                    
employees' retirement system, and to excess assets of those plans on                                                            
termination of the plans; and providing for an effective date" was                                                              
engrossed, signed by the President and Secretary and returned to the                                                            
House for consideration.
