(c) It is the intent of the legislature that the Alaska State Legislature appropriate $40,000,000, in addition to the appropriation set out in (b) of this section, from the general fund to the Department of Education and Early Development to be distributed as state aid to districts according to the average daily membership for each district adjusted under AS 14.17.410(b)(1)(A) - (D) for the fiscal years ending June 30, 2015, and June 30, 2016, so districts can plan their budgets."
