    "An Act extending the special education service agency; and                                                                 
    providing for an effective date."                                                                                           
                                                                                                                                
and recommends it be replaced with:                                                                                             
                                                                                                                                
    CS FOR HOUSE BILL NO. 87(EDC)                                                                                               
    "An Act relating to allocations to the special education service                                                            
    agency and extending the special education service agency; and                                                              
    providing for an effective date."

"The House Education Committee wishes to recognize the importance                                                               
of the Special Education Service Agency in meeting the needs of                                                                 
Alaskans and in maintaining compliance with Federal law.  The House                                                             
Education Committee recognizes the challenges the Agency has                                                                    
experienced in meeting its mission while being flat-funded for the past

fifteen years and respectfully suggests that consideration be given to
