Representatives LeDoux, Kerttula, and Stoltze moved and asked                                                                   
unanimous consent that they be allowed to abstain from voting                                                                   
because of a conflict of interest.  Objection was heard, and the                                                                
members were required to vote.                                                                                                  
                                                                                                                                
                                                                                                                                
Representative Pruitt moved that the House adopt the Conference                                                                 
Committee with limited powers of free conference report, thus                                                                   
adopting the following, and recommended that the members vote yes:                                                              
                                                                                                                                
     CONFERENCE CS FOR HOUSE BILL NO. 65                                                                                        
     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs,                                                             
     capitalizing funds, and making reappropriations; and providing for                                                         
     an effective date."
