When the individual has been present in the state for at least 180 days in a qualifying year, the department shall pay the amount held in trust to the individual. The dividends held in trust shall earn interest at a rate equal to the increase, if any, in the Consumer Price Index for all urban consumers for the Anchorage metropolitan area compiled by the Bureau of Labor Statistics, United States Department of Labor." Representative Gara moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Saddler objected. Representative Kerttula moved and asked unanimous consent that she be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Kerttula was required to vote. Representative Gara moved and asked unanimous consent to withdraw Amendment No. 2. There being no objection, it was so ordered.
