Representative Gara moved and asked unanimous consent that CSHB 65(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. The Speaker stated that, without objection, CSHB 65(FIN) would be returned to second reading for all amendments. Representative LeDoux moved and asked unanimous consent that she be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative LeDoux was required to vote. (c) It is the intent of the legislature that the Alaska State Legislature appropriate $40,000,000, in addition to the appropriation set out in (b) of this section, from the general fund to the Department of Education and Early Development to be distributed as state aid to districts according to the average daily membership for each district adjusted under AS 14.17.410(b)(1)(A) - (D) for the fiscal years ending June 30, 2015, and June 30, 2016, so districts can plan their budgets."
