Message dated July 25 was received stating the Governor read the                                                                
following resolution and transmitted the engrossed and enrolled copies                                                          
to the Lieutenant Governor's Office for permanent filing:                                                                       
                                                                                                                                
          SENATE CONCURRENT RESOLUTION NO.                                                                                      
          23 Suspending Rules 24(c), 35, 41(b), and 42(e),                                                                      
          Uniform Rules of the Alaska State Legislature,                                                                        
          concerning House Bill No. 75, amending certain                                                                        
          audit requirements for entities receiving                                                                             
          contributions from permanent fund dividends;                                                                          
          requiring the three main campuses of the                                                                              
          University of Alaska to apply to be included on the                                                                   
          contribution list for contributions from permanent

          fund dividends; and requiring the university to pay                                                                   
          an application fee for each campus separately                                                                         
          listed on the contribution list for contributions
