Full Journal pdf2014-09-19 House Journal Page 2861 HB 278 The following was engrossed and enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 10:30 a.m., May 12, 2014: FREE CONFERENCE CS FOR HOUSE BILL NO. 278 "An Act relating to the exemption from jury service for certain teachers; relating to the powers of the Department of Education and Early Development; relating to school performance reports; relating to accountability standards; providing funding for Internet services; relating to secondary school course credit earned through assessment; relating to public school college and career readiness assessments and diplomas; relating to the secondary school competency examination and related requirements; relating to charter schools and student transportation; relating to residential school applications; relating to school construction bond debt reimbursement; increasing the stipend for boarding school students; relating to the local contribution to public school funding; increasing the base student allocation used in the formula for state funding of public education; relating to correspondence programs, funding, and student allotments; relating to funding of and reporting by Alaska technical and vocational education programs; relating to earning high school credit for completion of vocational education courses offered by institutions receiving technical and vocational education program funding; relating to schools operated by a federal agency; relating to education tax credits; establishing an optional municipal tax exemption for privately owned real property rented or leased for use as a charter school; establishing a pilot project for public middle school students; requiring the Department of Administration to provide a proposal for a salary and benefits schedule for school districts and for teacher tenure; requiring the Legislative Budget and Audit 2014-09-19 House Journal Page 2862 Committee to provide for studies on public education funding; requiring the Department of Education and Early Development to report to the legislature on school design and construction; relating to grants to school districts; and providing for an effective date." The following memorandum dated May 5, 2014, was received from Patty Rose, Enrolling Secretary, Division of Legal and Research Services: "In accordance with Rule 43, Uniform Rules of the Alaska State Legislature, I am reporting the following manifest errors in FCCS HB 278, which have been corrected in enrolling: Page 4, line 21: Delete "section" Insert "subsection" Page 6, line 23: Delete "Sec. 14.03.126" Insert "Sec. 14.03.127" Page 10, line 7: Delete "Sec. 14.03.263" Insert "Sec. 14.03.264" Page 12, line 1, following "(3)": Insert "the services and materials" Page 36, line 29, following "Development": Insert ", or through a state grant" Page 38, lines 6 - 7: To correct an error in the order of the bill sections, move bill sections 50 and 51 to page 37, following line 8, and renumber as sections 48 and 49. Renumber the following bill sections accordingly."
