          United States Congress to provide a means for                                                                         
          consistently sharing with all coastal energy-                                                                         
          producing states, on an ongoing basis, revenue                                                                        
          generated from oil and gas development on the outer                                                                   
          continental shelf, to ensure that those states develop,                                                               
          support, and maintain necessary infrastructure and
