The State Affairs Committee considered SENATE BILL NO. 77 "An                                                                   
Act relating to the Joint Armed Services Committee and its Homeland                                                             
Security and Emergency Management Subcommittee; and providing                                                                   
for an effective date" and recommended it be replaced with                                                                      
                                                                                                                                
                    CS FOR SENATE BILL NO. 77(STA) "An Act                                                                     
             relating to the Joint Armed Services Committee; and
