          "An Act adjusting the established geographic                                                                          
          differentials in pay that apply to certain employees in                                                               
          state service who are not covered by collective                                                                       
          bargaining agreements; requiring the director of the                                                                  
          division of personnel to establish geographic pay                                                                     
          differentials for positions located outside the state;
