Senator Ellis moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clauses. Without objection, it was so ordered and the bill was referred to the Secretary for engrossment. SB 183 SENATE BILL NO. 183 "An Act authorizing the Department of Environmental Conservation to award grants for the control of air emissions or the development and administration of air quality control programs; and providing for an effective date" was read the second time. Senator Dyson offered Amendment No. 1 : Page 1, following line 11: Insert a new subsection to read: "(c) It is the intent of the Legislature that vehicles purchased under AS 46.14.535 be capable of being fueled by either propane or compressed natural gas, unless analysis clearly proves that use of propane or compressed natural gas is not economically or technologically effective."
