 Insert a new subsection to read:                                                                                               
  "(c) It is the intent of the Legislature that vehicles purchased                                                              
     under AS 46.14.535 be capable of being fueled by either propane                                                            
     or compressed natural gas, unless analysis clearly proves that use                                                         
     of propane or compressed natural gas is not economically or                                                                
     technologically effective."
