The State Affairs Committee considered SENATE BILL NO. 157 "An                                                                  
Act directing the Alaska Permanent Fund Corporation to transfer                                                                 
$22,700,000 from the principal of the mental health trust fund to the                                                           
Alaska Mental Health Trust Authority; relating to the development of                                                            
revenue-producing facilities on mental health trust land and to the                                                             
Alaska Mental Health Trust Authority Subport Office Building;                                                                   
authorizing the issuance of certificates of participation for construction                                                      
of the building; approving leases of all or part of the building by the                                                         
Department of Administration; and providing for an effective date."
