           "An Act establishing a fee for disposable plastic bags                                                               
           distributed by retail sellers of goods or services to                                                                
           purchasers to carry away or protect goods;                                                                           
           establishing the Alaska litter and marine debris                                                                     
           reduction and recycling fund; and providing for an
