Senator Ellis moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clauses. Without objection, it was so ordered and the bill was signed by the President and Secretary and returned to the House. Second Reading of House Resolutions HJR 7 CS FOR HOUSE JOINT RESOLUTION NO. 7(RES) Urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas exploration, development, and production, was read the second time. Senator McGuire, Cochair, moved and asked unanimous consent for the adoption of the Resources Senate Committee Substitute offered on page 1044. Without objection, SENATE CS FOR CS FOR HOUSE JOINT RESOLUTION NO. 7(RES) was adopted. Senator Ellis moved and asked unanimous consent that the resolution be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered.
