       CONFERENCE CS FOR HOUSE BILL NO. 81 "An Act                                                                              
       making appropriations for the operating and loan                                                                         
       program expenses of state government, for certain                                                                        
       programs, and to capitalize funds; making supplemental                                                                   
       appropriations; making reappropriations; making                                                                          
       appropriations under art. IX, sec. 17(c), Constitution of                                                                
       the State of Alaska; and providing for an effective date."                                                               
                                                                                                                                
Senator Ellis moved for the adoption of the constitutional budget                                                               
reserve fund section.                                                                                                           
                                                                                                                                
The question being: "Shall the constitutional budget reserve fund                                                               
section (Article IX, Section 17(c) Constitution of the State of Alaska)

Senator Ellis moved and asked unanimous consent to take up the                                                                  
Conference Committee Report on CONFERENCE CS FOR HOUSE                                                                          
BILL NO. 83 "An Act making appropriations for the operating and                                                                 
capital expenses of the state's integrated comprehensive mental health                                                          
program; and providing for an effective date" which had been held on                                                            
the Secretary's desk (page 965). Without objection, it was so ordered.
