providing for an effective date" was read the second time.                                                                      
                                                                                                                                
Senator Stedman, Cochair, moved and asked unanimous consent for                                                                 
the adoption of the Finance Senate Committee Substitute offered on                                                              
page 669. Without objection, SENATE CS FOR CS FOR HOUSE                                                                         
BILL NO. 81(FIN) "An Act making appropriations for the operating                                                                
and loan program expenses of state government, for certain programs,                                                            
and to capitalize funds; making supplemental appropriations; making                                                             
reappropriations; making appropriations under art. IX, sec. 17(c),                                                              
Constitution of the State of Alaska; and providing for an effective
