Representative Lynn moved and asked unanimous consent that he be                                                                
allowed to abstain from voting because of a conflict of interest.

Representative Johansen moved that the House concur in the Senate                                                               
amendment to CSHB 73(FIN), thus adopting SCS CSHB 73(FIN), and                                                                  
recommended that the members vote yes.
