The following memorandum dated May 5, 2010, was received from                                                                   
Pam Finley, Revisor of Statutes, Division of Legal and Research

    CONFERENCE CS FOR HOUSE BILL NO. 302                                                                                        
    "An Act making appropriations for the operating and capital                                                                 
    expenses of the state's integrated comprehensive mental health                                                              
    program; and providing for an effective date."                                                                              
                                                                                                                                
"In accordance with Rule 43, Uniform Rules of the Alaska State                                                                  
Legislature, I am reporting the following manifest errors in CCS HB
, which have been corrected in enrolling.                                                                                    
                                                                                                                                
The correction of manifest errors in section 2 of CCS HB 302--the                                                               
correction of fund sources--requires explanation. Due to a computer                                                             
error, in section 2 of CCS HB 302, all fund sources were erroneously                                                            
shown as "other funds."  The error is manifest because the "new                                                                 
legislation" totals in section 4 do not match the fund sources listed for                                                       
the new legislation in section 2.  In other words, CCS HB 302 is                                                                
internally inconsistent.  The public documents from the conference                                                              
committee indicate what the contents of section 2 should have been.                                                             
Moreover, because each house of the legislature approved the                                                                    
underlying new legislation, with fiscal notes attached, each body was                                                           
aware of the amount and sources of the funds necessary to pay for the                                                           
new legislation.  For all of these reasons, section 2 was corrected as set
