Representative Johansen moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. Representative Johansen moved that the appropriations in Section 21 from the constitutional budget reserve fund (art. IX, sec. 17(c), Constitution of the State of Alaska) be adopted. The question being: "Shall the House adopt the appropriations in Section 21 from the constitutional budget reserve fund (art. IX, sec. 17(c), Constitution of the State of Alaska)?"
