     "An Act exempting the full value of life insurance and annuity                                                             
     contracts from levy to satisfy a debt, and amending the description                                                        
     of earnings, income, cash, and other assets relating to garnishment

     Development to include administration of state funds appropriated                                                          
     for that purpose; and amending provisions of the program by                                                                
     which state and federal aid allocated for highways may be used to
