Full Journal pdf2010-03-24 House Journal Page 1860 HB 369 The following was read the second time: HOUSE BILL NO. 369 "An Act relating to an in-state natural gas pipeline, the office of in-state gasline project manager, the Joint In-State Gasline Development Team, and the In-State Gasline Steering Committee; and providing for an effective date." with the: Journal Page RES RPT CS(RES) NT 4DP 1NR 1AM 1696 FN1: INDETERMINATE(GOV) 1697 FN2: (DOT) 1697 FIN RPT CS(FIN) NT 10DP 1855 FN3: (GOV) 1856 Representative Johansen moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: CS FOR HOUSE BILL NO. 369(FIN) "An Act relating to an in-state natural gas pipeline, the office of in-state gasline project manager, and the Joint In-State Gasline Development Team; requiring the development of an in-state natural gas pipeline plan, to be delivered to the legislature by July 1, 2011, that provides for a gasline that is operational by December 31, 2015; directing the Joint In-State Gasline Development Team to assume responsibilities under sec. 19, ch. 2010-03-24 House Journal Page 1861 14, SLA 2009; requiring expedited review and action by state agencies or entities relating to the in-state natural gas pipeline project; and providing for an effective date." There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Fairclough and Chenault: Page 5, following line 13: Insert a new subsection to read: "(g) Notwithstanding any other provision of law, a state agency acquiring an interest in land by eminent domain may grant a permit authorizing a private person to construct, manage, and operate a gas pipeline over, under, along, across, or upon the land." Reletter the following subsections accordingly. Representative Fairclough moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Gruenberg objected and withdrew the objection. There being no further objection, Amendment No. 1 was adopted. Representative Johansen moved and asked unanimous consent that CSHB 369(FIN) am be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. CSHB 369(FIN) am was read the third time. The Speaker requested that Representative Johansen temporarily assume the Chair. Speaker pro tempore Johansen recognized Representative Chenault to speak on the bill. Representative Ramras placed a call of the House. The Speaker resumed the Chair and stated the call was satisfied. The question being: "Shall CSHB 369(FIN) am pass the House?"
