rescue training and search and rescue parties; requiring certain search                                                         
and rescue volunteers to be considered state employees for purposes of                                                          
workers' compensation coverage; and allowing political subdivisions                                                             
to elect to provide workers' compensation insurance coverage for

advanced to third reading and placed on final passage. Without
