The following was again before the House in third reading: CS FOR HOUSE BILL NO. 260(STA) "An Act relating to a State Officers Compensation Commission and establishing how legislators, the governor, the lieutenant governor, and executive department heads shall be compensated; providing for an effective date by repealing the effective dates of certain sections of ch. 124, SLA 1986; and providing for an effective date." Representative Stoltze moved and asked unanimous consent that CSHB 260(STA) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Stoltze: Page 1, lines 1 - 3 (title amendment): Delete "and establishing how legislators, the governor, the lieutenant governor, and executive department heads shall be compensated" Page 1, line 6, through page 2, line 21: Delete all material and insert: "* Section 1. AS 24.08.060(b) is amended to read: (b) Bills introduced by the legislative council shall be delivered with a letter of explanation to the rules committee of either house and bear the inscription "Rules Committee by Request of the Legislative Council"; bills introduced by the Administrative Regulation Review Committee shall be delivered with a letter of explanation to the rules committee of either house and bear the inscription "Rules Committee by Request of the Administrative Regulation Review Committee"; bills introduced by the Legislative Budget and Audit Committee shall be delivered 2008-02-08 House Journal Page 1912 with a letter of explanation to the rules committee of either house and bear the inscription "Rules Committee by Request of the Legislative Budget and Audit Committee"; bills introduced by the State Officers Compensation Commission shall be delivered with a report of the commission's findings to the rules committee of either house and bear the inscription "Rules Committee by Request of the State Officers Compensation Commission." Bills presented by the governor shall be delivered with a letter to the rules committee of either house and bear the inscription "Rules Committee by Request of the Governor"; bills so presented and inscribed shall be received as bills carrying the approval of the governor as to policy and budget impact. The governor may submit a statement of purpose and effect with each bill and appear personally or through a representative before any committee considering legislation." Renumber the following bill sections accordingly. Page 3, line 9: Delete "to the presiding officers of each" Insert "and recommendations in the form of a bill to the rules committee of either" Page 3, line 30, following "findings": Insert "and its recommendations, in the form of a bill," Page 3, line 31: Delete "legislature that the report is" Insert "rules committee of either house that its report and recommendations, in the form of a bill, are" Page 4, line 10, following "report": Insert "and its recommendations, in the form of a bill," Page 4, lines 11 - 12: Delete "presiding officers of each" Insert "the rules committee of either" Page 4, line 13, following "recommendations": Insert ", in the form of a bill," 2008-02-08 House Journal Page 1913 Page 4, lines 15 - 24: Delete "Subject to (g) of this section and unless a bill disapproving all the recommendations for all officers listed in this section is enacted into law within 60 days after the recommendations are submitted to the governor and presiding officers of each house of the legislature, a recommendation as to the compensation, benefits, and allowances for (1) a legislator has the force of law and becomes effective on the first day of the next regular legislative session; and (2) the governor, the lieutenant governor, and each principal executive department head has the force of law and becomes effective on the first day of the fiscal year following the fiscal year in which the recommendation is submitted."
