Full Journal pdf2007-04-27 Senate Journal Page 0973 HB 171 Senator Therriault requested that the reconsideration on SENATE CS FOR CS FOR HOUSE BILL NO. 171(STA) "An Act relating to the date and time for convening regular legislative sessions, certain procedures of the legislature, the date for organizing the Legislative Budget and Audit Committee, and deadlines for certain matters or reports to be filed or delivered to the legislature or a legislative committee; prohibiting bonuses for legislative employees; and providing for an effective date" be taken up. The bill was before the Senate on reconsideration. Senator Therriault moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 3. Without objection, the bill was returned to second reading. Senator Therriault offered Amendment No. 3 : Page 4, lines 8 - 12: Delete "A transfer under this subsection may only be made with the written approval of the head of the legislative office or agency or the chair of the committee to which the appropriation was originally made, and the amount transferred from that appropriation may not exceed the amount indicated in the written approval." 2007-04-27 Senate Journal Page 0974 Insert "A transfer under this subsection from an appropriation to a legislative office or agency may only be made with the written approval of the head of the legislative office or agency. A transfer from an appropriation to a legislative committee may only be made with the written approval of a majority of the members of that committee. The amount transferred under this subsection may not exceed the amount indicated in the written approval." Senator Therriault moved for the adoption of Amendment No. 3. Senator Stevens objected. Insert "legislature shall convene at the location designated by the legislative council for each regular session [CAPITAL] each year on the second Monday in February" Page 7, following line 30: Insert a new bill section to read: "* Sec. 18. The uncodified law of the State of Alaska is amended by adding a new section to read: TRANSITION. Notwithstanding that part of AS 24.05.090, amended in sec. 3 of this Act, relating to the location for convening regular sessions, the legislature shall convene the Second Regular Session of the Twenty-Fifth Alaska State Legislature in the capital. By March 1, 2008, the legislative council shall introduce a bill through the rules committee of each house that conforms other statutes to the change in the location for convening regular sessions made in AS 24.05.090."
