Message dated March 2 was read, stating the House passed and                                        
returned for consideration SENATE JOINT RESOLUTION NO. 2                                            
with the following amendment:                                                                       
                                                                                                    
           SENATE JOINT RESOLUTION NO. 2 am H                                                       
           Urging the United States Congress to pass legislation                                    
           to open the coastal plain of the Arctic National                                         
           Wildlife Refuge, Alaska, to oil and gas exploration,                                     
           development, and production.
