The Labor and Commerce Committee considered SPONSOR                                                 
SUBSTITUTE FOR SENATE BILL NO. 136 "An Act relating to the                                          
calculation and payment of unemployment compensation benefits; and                                  
providing for an effective date" and recommended it be replaced with                                
                                                                                                    
            CS FOR SPONSOR SUBSTITUTE FOR SENATE                                                    
            BILL NO. 136(L&C) "An Act relating to the                                               
            calculation and payment of unemployment                                                 
            compensation benefits; requiring insured workers                                        
            eligible for benefits under the Alaska Employment                                       
            Security Act to actively seek work in order to be                                       
            considered available for work; and providing for an
