The Finance Committee considered SENATE BILL NO. 121 "An Act                                        
establishing the State of Alaska Capital Corporation; authorizing the                               
issuance of bonds by the State of Alaska Capital Corporation to                                     
finance capital improvements in the state; and providing for an
