vote on the passage of the bill be considered the vote on the effective

SCR 16                                                                                            
SENATE CONCURRENT RESOLUTION NO. 16 was read the                                                    
second time and was before the Senate on final passage.                                             
                                                                                                    
The question being: "Shall SENATE CONCURRENT RESOLUTION                                             
NO. 16 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules                                  
of the Alaska State Legislature, concerning House Bill No. 286,                                     
amending the manner of determining the royalty received by the state                                
on gas production by directing the commissioner of natural resources                                
to accept, under certain circumstances, the transfer price of the gas if                            
established by transfer price order of the Regulatory Commission of                                 
Alaska, pass the Senate?" The roll was taken with the following result:
