Pursuant to adjournment the House was called to order by Speaker                                    
Harris at 10:06 a.m.                                                                                
                                                                                                    
Roll call showed 36 members present.  Representatives Anderson,                                     
Chenault, Kapsner, and McGuire had been previously excused from a                                   
call of the House today.                                                                            
                                                                                                    
Representative Coghill moved and asked unanimous consent that                                       
Representative LeDoux be excused from a call of the House today                                     
from 11:45 a.m. to 1:30 p.m.  There being no objection, it was so                                   
ordered.                                                                                            
                                                                                                    
The invocation was offered by the Chaplain, Marie Helm of the First                                 
Church of Christ, Scientist.  Representative LeDoux moved and asked                                 
unanimous consent that the invocation be spread on the journal.  There

      (1)  in a time of national military emergency under                                           
    military orders while serving in the armed forces of the United                                 
    States, or for the spouse and dependents of that individual; or                                
      (2)  while in the custody of the Department of Health and                                     
    Social Services in accordance with a court order under AS 47.10                                 
    or AS 47.12 and placed outside of the state by the Department of                                
    Health and Social Services for purposes of medical or behavioral
