The State Affairs Committee submitted the following report to correct                               
the report submitted on April 12, 2006 (page 3111) for:                                             
                                                                                                    
     SENATE BILL NO. 250                                                                            
     "An Act extending the termination date of the Council on                                       
     Domestic Violence and Sexual Assault; and eliminating statutory                                
     references to the network on domestic violence and sexual                                      
     assault."

A House State Affairs Committee letter of intent for HCS SB
250(STA), signed by Representative Seaton, Chair, follows:                                          
                                                                                                    
"It is the intent of the Legislature to request the Council on Domestic                             
Violence and Sexual Assault to draft a strategic plan.  This plan will                              
assist the Council in fulfilling its statutory mandates at AS 18.66.010

through AS 18.66.990.  It will assist the legislature in determining the                            
effectiveness of the Council in addressing this vital concern of                                    
Alaskans.  This report is to be submitted to the legislature on the first                           
day of the 2007 legislative session.  The report should detail the efforts                          
of the Council on following issues:                                                                 
                                                                                                    
1. Consistent with the recommendations of the 2005 LB&A audit,                                      
     the Council needs to consult to a greater degree with the                                      
     Department of Education and Early Development and develop                                      
     curriculum on the cause, prevention, and treatment of domestic                                 
     violence and sexual assault.                                                                   
2. Also consistent with the recommendations of the 2005 audit, the                                  
     Council needs to work with the Department of Health and Social                                 
     Services to develop standards and procedures as required in AS                                 
     18.66.300 for the delivery of services to victims of domestic                                  
     violence by health care facilities.                                                            
3. In its Missions and Measures the Council needs to provide                                        
     updated results and strategies with measurable objectives that will                            
      indicate whether the Council is progressing on its objectives.                               
4. The Council needs to establish a written plan for coordination of                                
     departmental responses to domestic violence and sexual assault.                               
5. The Council is responsible for holding public hearings on                                        
     domestic violence and sexual assault.  The Council needs to                                    
     establish a plan to ensure continued public input on the state's                               
     response to these crimes."
